ETS Talk: Making carbon pricing for road transport and building work for central and eastern Europe

15 September 2025 | 14.00-15.30 CET | Online

This ‘ETS Talk’ will discuss a new study examining the impact of EU ETS2 on households in central and eastern Europe. Using household-level data, the study identifies which groups – based on fuel use, housing type, or rural/urban context – are most vulnerable to rising energy costs, and explores effective policy responses.

The session will cover:

  • Key findings on distributional and geographical vulnerabilities.
  • Insights on how ETS2 affects households using gas, coal, or living in poorly renovated homes.
  • Recommendations for fair Social Climate Fund design and priorities for ETS2 revenue spending.
  • Reflections from central and eastern European stakeholders on current practice.

Don’t miss this opportunity to learn about new evidence and practical solutions for fair and effective ETS2 implementation.
